After finding the errors, their next task is to resolve them. For many types of email accounts, classic Outlook stores your messages in a Personal Folders File (.pst file). For more information, see Repair your Outlook personal folders file (.pst). If you are having sync issues, steps to fix Outlook not opening you can force a manual sync by selecting the Sync button via the View tab on the Ribbon.
You can run the Inbox Repair Tool (scanpst.exe) to scan your Outlook data files and repair errors. Are you having trouble starting Outlook or receiving "Cannot start Microsoft Outlook. The good news is that most "Outlook won’t open" errors can be resolved with a few proven troubleshooting steps. When you install Office, an Inbox Repair Tool (SCANSPST.EXE) is also installed on your PC. The Inbox Repair Tool can resolve issues by scanning your Outlook data files and repairing errors.
I am not quite sure when this started, otherwise I would have rolled back updates and/or removed recently installed apps. I recently uninstalled and reinstalled Office but it only made the issue worse. In System Configuration, if you select a check box, the related service or startup program runs when you restart the computer. If the check box is cleared, the service or startup program doesn't run when you restart the computer.
